The rule
Headcount sets the cycle, so a growing store network can change cycles without noticing.
Labor Law section 27-e covers retail employers with at least ten retail employees. Staff train on hire and every year after. Employers with fewer than fifty retail employees train on hire and every two years.
Six topics run from personal safety measures and emergency procedures to security alarms and active shooter drills. The third is “de-escalation tactics”, named in the law itself.
The free model
The model covers the topics at no cost. Rehearsal prepares staff for the moment a customer is already shouting.
The Department of Labor’s interactive model training is available at no cost for retail employers. Under the Retail Worker Safety Act, employers use it or build their own program that equals or exceeds it, and the model must be interactive.
De-escalation is a skill used under pressure. A model course builds knowledge; rehearsing the exchange builds the habit. California’s health care standard and Nevada’s statute already require practice with colleagues and a debrief.
