# New York Retail Worker Safety Act training

New York names de-escalation in the law and gives retailers a free model. Practice turns it into a skill.

The moment

## It starts at the counter

A refund refused at the register. A pickup that went wrong at the lockers. A [customer who raises their voice](https://peopletechrevolution.com/xr/customer-aggression-training) while a queue watches. New York’s retail law trains store staff for these moments.

A customer waits for an answer, arms folded.

A customer at the counter, replies ready.

A customer at the parcel lockers.

The rule

## Who trains, and how often

Headcount sets the cycle, so a growing store network can change cycles without noticing.

A supervisor talks a colleague through the till.

### Ten or more retail employees

[Labor Law section 27-e](https://www.nysenate.gov/legislation/laws/LAB/27-E) covers retail employers with at least ten retail employees. Staff train on hire and every year after. Employers with fewer than fifty retail employees train on hire and every two years.

### De-escalation is in the statute

Six topics run from personal safety measures and emergency procedures to security alarms and active shooter drills. The third is “de-escalation tactics”, named in the law itself.

The free model

## Start with the State’s model, then add practice

The model covers the topics at no cost. Rehearsal prepares staff for the moment a customer is already shouting.

A quiet word in the stockroom.

### Free, interactive, optional

The Department of Labor’s [interactive model training](https://dol.ny.gov/retail-workplace-violence-prevention-training) is available at no cost for retail employers. Under the [Retail Worker Safety Act](https://www.nysenate.gov/legislation/laws/LAB/27-E), employers use it or build their own program that equals or exceeds it, and the model must be interactive.

### Where practice adds value

De-escalation is a skill used under pressure. A model course builds knowledge; rehearsing the exchange builds the habit. [California’s health care standard](https://www.dir.ca.gov/title8/3342.html) and [Nevada’s statute](https://www.leg.state.nv.us/nrs/NRS-618.html) already require practice with colleagues and a debrief.

A shopfront conversation, from the headset.

### Keep a record that answers the question

Because the cycle follows headcount, the register needs who trained, when, on which topics and on which cycle. See [what a workplace violence training record must show](https://peopletechrevolution.com/learn/standards/workplace-violence-training-records).

How it runs

## Practice that feels like the shop floor

Staff rehearse in a [VR de-escalation scenario](https://peopletechrevolution.com/xr/vr-de-escalation-training) or with an [AI roleplay partner](https://peopletechrevolution.com/ai/ai-roleplay-practice) in a browser. The same scenarios serve retail teams in Australia, where customer aggression is a [psychosocial hazard](https://peopletechrevolution.com/learn/standards/psychosocial-hazards) employers must manage.
